Give each Paragraph a Purpose

I've seen many paragraphs in government plans and policies that meander randomly or redundantly.


Tips: Think about what you want to say. Say the main point up front. Add paragraphs to provide context or justification as needed. Delete irrelevant paragraphs. Use paragraphs to answer questions your readers might have. Outline your paragraphs. Move them around. When writing with other people, don't waste time on sentences until you've agreed on the purpose of the paragraph.
